Home Improvement Tips ? Five easy ways to make your garage ...

Whether you?re purchasing a new car or embarking on a DIY home improvement project, there are many reasons for revamping your garage into a more useful space. When it comes to renovating a garage, it helps to let its function drive its design. Here are some useful tips to create a garage that works for you:

Getting started
Of all the rooms in a home, the garage is among the first to become cluttered and disorganised. It?s the place where deflated footballs, boxes of Christmas decorations and various once-used cleaning products go to die. Step one is to de-clutter the room thoroughly, clearing out any items that no longer serve a purpose. Create a pile for items you wish to keep, items that can be donated to charity, and those that belong in the dump.

Budgeting for your needs
Before you get to work renovating your garage, it?s useful to map out a budget for the project. There are many ways to fund the project, such as selling items you no longer use or need, setting aside savings or taking out a loan. No matter how you choose to pay for the renovation, it?s wise to devise a detailed budget for all planned and potential expenses.
What to include? Five Top Tips?

The Basics:
Water and electricity are two of the first items to consider when renovating a garage. Having a water supply installed near or outside the garage can be handy for washing your car, or even for just washing your hands. Also essential is hiring an electrician to wire the room with plenty of conveniently placed power sockets, as well as ceiling lights for when small projects turn into all-nighters.

Essential Tools
Fill your garage with tools that you?ll use regularly, such as an air compressor for pumping up tyres and a quality electric drill for miscellaneous DIY projects. Specialty tools for one-off projects can be rented, saving you money to spend on others that you?ll get more use out of.

Smart Storage
There are plenty of creative ways to organise your tools that serves both function and design. Quality tool boxes are great for portability, while clear cabinets or a clearly-outlined tool wall with hooks are a great way to ensure items are stored in an easy-to-find place.

Between your growing tool collection and the value of your car, the contents of your garage can quickly add up. Investing in some solid padlocks, motion-sensor lights and perhaps even a CCTV camera could help protect your garage from break-ins.

Personalisation
Of course, the key to creating a garage that works for you is adding your own personal touch. Though the main purpose of a garage may be utility, that doesn?t mean it can?t also be beautiful. Hanging framed photos, painting a colourful feature wall or choosing a modern light fixture are all simple ways to add a bit of personality to the space.

With a bit of work and forward-planning, you can create a happy home for your car and an inspiring space for all your DIY endeavours.

World's largest turtle faces extinction in 20 years

Reuters/Ricardo Tapilatu/University of Alabama at Birmingham (UAB) and the State University of Papua (UNIPA) in Indonesia/Handou

Turtle researcher, Ricardo Tapilatu tags a female leatherback turtle who just laid eggs on a beach in New Guinea in this 2012 photograph.

By Verna Gates, Reuters

BIRMINGHAM, Ala. ? The giant Pacific leatherback turtle, known for its arduous 6,000-mile ocean trek from the U.S. West Coast to breeding grounds in Indonesia, could go extinct within 20 years as its population continues to plummet, scientists say.

"Sea turtles have been around about 100 million years and survived the extinction of the dinosaurs but are struggling to survive the impact of humans," said reproductive biologist Thane Wibbels of the University of Alabama at Birmingham (UAB), a member of a research team studying the fate of these reptiles.

The leatherback ? the world's largest turtle ? can grow to six feet long and weigh as much as 2,000 pounds.

A study published this week in the Ecological Society of America's scientific journal Ecosphere estimates that only about 500 leatherbacks now nest at their last large nesting site in the Pacific, down from thousands previously. The study tracked the turtle's ongoing population decline since the 1980s.

"If the decline continues, leatherback turtles will become extinct in the Pacific Ocean within 20 years," Wibbels said.

The Pacific leatherback braves a transpacific journey that is one of the longest migrations in nature. Experts say its continued existence is imperiled by threats like climate change, plastic pollution, fishing methods, predation and human hunting.

In the past 27 years, the numbers of western Pacific leatherback turtles have dropped by 78 percent, making it critically endangered, said Ricardo Tapilatu, a turtle researcher at UAB and the State University of Papua in Indonesia. He has studied the turtles at their last remaining refuge, the remote Bird's Head Peninsula on New Guinea.

State University Of Papua / Reuters

Leatherback turtle hatchlings head into the sea on the island of New Guinea in this 2012 photograph.

More than 75 percent of all western Pacific leatherback nesting occurs there, numbering 489 turtles in the last breeding season, the researchers said. The turtles forage across the Pacific as far away as the U.S. coast of California, Oregon, and Washington state.

The research team also included scientists from the U.S. National Oceanic and Atmospheric Administration, National Marine Fisheries Service and the World Wildlife Fund Indonesia.

The turtles can dive as deep as 4,000 feet. To survive the cold depths, the leatherback can control its temperature, staying warmer than surrounding waters. They feed on jellyfish, eating hundreds a day.

The leathery shell feels like tire tread and it is distinctively different from hard-shell sea turtles.

Their exact lifespan is unknown, but is believed to be up to 80 years. It is difficult to determine since males never return to the beaches, living their lives in the sea.

Of the four primary Pacific nesting places of the past century, the Malaysian population is extinct, and the Mexico and Central American populations have fallen 95 percent.

The leatherback is the only sea turtle that lives in open ocean, negotiating numerous dangers along the way.

"They migrate 6,000 miles in seven months, and then back, going through the territorial waters of at least 20 countries. There is constant danger of being caught and killed," said Tapilatu, a native of New Guinea.

For example, fishermen's drift nets and long-lines can snag the air-breathing turtle, drowning it. Humans also introduced wild hogs and dogs to the remote beaches where they nest. The hogs are especially voracious predators of turtle eggs.

Near the nesting site, local fishermen still capture and slaughter leatherbacks to consume the meat. A local tribe has historically harvested about 100 turtles per year, as well as eggs.

On some beaches, as few as 20 percent of the eggs hatch due to increased beach temperatures, which could worsen with climate change, Tapilatu said. Sand temperature determines the gender of hatchlings, with higher temperatures favoring females.

There is hope of restoring the population of the endangered reptiles, the researchers said. The Atlantic leatherback, which is genetically different from the Pacific turtles, has made a comeback through mutual country agreements to ban harvesting adults or eggs on beaches.

Tapilatu said he plans to return to New Guinea to help replicate that success story with the leatherback turtles struggling to survive in his Pacific home.

Stringer wins 900th as Rutgers tops South Florida

Not much has come easily for C. Vivian Stringer during her Hall of Fame coaching career.

So it was fitting that it took her five tries to become the fourth women's basketball coach to have 900 victories. She finally reached the milestone Tuesday night with Rutgers' 68-56 win over South Florida.

"When I look back on my life, this team, probably this year, best reflects what 900 has been," she said. "It helped me to remember that it was never easy. But unless you really have a passion, unless you really know how fortunate you are not to have had a lot of major injuries to a lot of players, which is what happened to this team, and unless you remember how fortunate you are to be able to get to those special places."

Stringer joined Pat Summitt, Jody Conradt and Sylvia Hatchell in the exclusive club. Maybe a half dozen more women's coaches might gain entrance over the next few years. Only three Division I men's coaches have reached 900 victories: Mike Krzyzewski, Bob Knight and Jim Boeheim.

"I am fortunate to call Vivian my friend and could not be happier that she has reached the 900-win milestone in her career. I have great respect and admiration for Vivian and consider her one of the great pioneers of our game," Summitt said in a statement. "She has had an incredible journey, and I hope she adds many more to her 'W' column!"

Stringer, who was the first coach in men's or women's basketball to take three different schools to the Final Four ? including Rutgers in 2000 and '07 ? fought back tears as her team celebrated their coach's achievement.

"I think it's beyond words," said Stringer, whose record stands at 900-330 in 42 seasons. "I'm happy that it's over. I can hardly breathe. It's over and now I can just coach and smile, and get back to what I love to do because it's never been about numbers."

During the four-game losing streak, Stringer admitted she was tired of talking about when she'd get No. 900. She was getting worn out by it, even snapping at reporters during a media session.

Her demeanor changed after a loss to St. John's on Saturday, the game before Tuesday's landmark victory. Stringer said she received a call from Hatchell, who reached 900 wins on Feb. 7.

The longtime friends talked about the pressures their players faced while trying to get that 900th win. It took Hatchell's team two tries to get her that victory.

"She is probably one of the few people I would talk to about it," Stringer said, "and she was just saying it was highly stressful for her, too. Finally when they were over it, (the players) were much better because they were really uptight."

With the weight of the milestone lifted, Stringer can only hope her team will use it as a springboard for the rest of the season. Stringer, in her 18th season at Rutgers, has been focused on making an 11th-straight trip to the NCAA tournament. Beating a surging South Florida team will definitely help the Scarlet Knights' resume.

"Everything will take care of itself," Stringer said, dismissing a question related to her team's postseason fate. "This was a major win, and it's important to win down the (stretch) as it is right now."

The Scarlet Knights (15-12, 6-8 Big East), who are 10th in the conference, finish off the regular season against Cincinnati and Pittsburgh ? two of the bottom teams in the league.

As the game ended, a crowd of 1,304 at the Rutgers Athletic Center saluted Stringer with chants of "900" and "C-V-S" and Scarlet Knights athletic director Tim Pernetti was among the first to greet her with a framed No. 900 jersey. Rutgers' cheerleaders unfurled a banner that read "Congratulations Coach Stringer - 900 wins," and her players took turns hugging their emotional coach at midcourt.

"If it's something special for all the generations of players and coaches that I've been a part of, then, yeah, I'm happy," she said. "But I'm looking forward to more."

Rutgers had lost four straight games since beating Cincinnati for Stringer's 899th career victory.

"It's more than a game, it's about a preparation for life," said Stringer, who is in her 18th season at Rutgers. "It's about understanding that when things are rough you may get knocked down and there may be doubters but you'll still rise."

Senior guard Erica Wheeler scored 24 points to lead Rutgers.

"It's almost a little heartbreaking because she gives her heart out when she coaches," Wheeler said. "So to not get her that 900th win as soon as we needed to, I cried a couple times at night. It was important tonight to definitely get her that win."

EA preps 'single identity' system to bridge gaming experiences across platforms

Now that EA has gotten Origin for both Windows and Mac under its belt, it's clued GamesBeat into its plans for a cross-platform account system that's taken 1,500 engineers 18 months to build. With the "single identity" solution, gamers can play games tied to their accounts, find friends currently online and join up for multiplayer, message fellow users and access save states across platforms ranging from consoles and smartphones to tablets and social networks. Of course, the business side comes into play too: by keeping tabs on users, Electronic Arts could make better game recommendations and boost its marketing's effectiveness. As of now, there's no word on when the system will find its way into your gaming.

Did your family have a parlor? ? Family Scholars

For our ?American Advice? class at Lake Forest College, this week we are reading From Catharine Beecher to Martha Stewart: A Cultural History of Domestic Advice, by Sarah A. Leavitt. Chapter One offers an extended discussion of parlors:

Domestic advisors disagreed violently with the general public on the subject of parlors. Although many suggestions given by domestic advice writers were followed, such as suggestions on room arrangements and craft ideas, the parlor was one subject that stayed in the realm of fantasy. No matter how hard they tried, and they did try, domestic advisors? fantasy of the simplified, livable living room never replaced the appeal of the show parlor for most American families.

Apparently,

Middle class families in large cities such as Philadelphia, Chicago, and Denver had access to richly upholstered chairs, gilded mirrors, carpets, and wallpapers and curtains of good quality. They hung paintings on the walls and arranged knick-knacks, such as vases and clocks, on their mantels. But the Victorian parlor was not only the bastion of the rich and urban. Frontier families, homesteading in Nebraska in the late nineteenth century, followed the same rules, installing different wallpapers, less fancy center-table lamps, and cheaper fabric for the curtains, perhaps, but the meanings of the rooms were the same. When domestic advisors criticized the parlors of the Victorian era, they looked not only to the middle-class residents of eastern cities, but also to the West?

The domestic advisors argued,

The parlor did not encourage family togetherness or love, but false opulence. ?Who does not glance back,? wrote Lida Clarkson in 1887, ?almost with a shudder, at the old-fashioned times of stiff, uninviting rooms with cold, dead walls [and] horse-hair furniture?? ?The parlor should be the rallying point in daily family life,? wrote Susan Anna Brown in her 1881 Home Topics. She criticized the use of the parlor as a ?best? room and advocated a ?room in which centers the soul and throbs the heart of family life.?

(all quotations from page 31)

Did you grow up?in a home with?a room that no one was allowed to use? What do we make of the ?family rooms? that are the selling points of new homes today, in an era in which high rates of family fragmentation arguably define us? And, what would 19th century domestic advisors make of?today?s design magazines in which no photo spread is complete without a tousle-headed toddler bounding barefoot over the furniture?

Shooting at South Carolina university wounds one

Charleston, South Carolina (Reuters) - At least one person was wounded in a shooting on Tuesday at a residence hall of a South Carolina university near the resort area of Myrtle Beach, and authorities were searching for a gunman, the university said.

Students were urged to remain in their dorm rooms at Coastal Carolina University in Conway, but the gunman was believed to have fled the scene, school officials said.

The shooting occurred just before 7:30 p.m. at University Place, an apartment-style residence hall that is home to nearly 2,000 students.

"The suspect fled in a vehicle. The campus is still on lockdown, although people in classrooms were allowed to go home. Those in dorms were advised to stay inside," said Mona Prufer, a university spokeswoman.

She said a shooting victim had been taken to a hospital in Myrtle Beach but had no further details.

The shooting came as the nation remains on edge over gun violence following the elementary school massacre in Newtown, Connecticut, in December, in which 20 children and six adults were shot and killed.

More than 9,000 students attend Coastal Carolina University, which was founded in 1954 as Coastal Carolina Junior College and became an independent university in 1993.

The university had not decided late Tuesday whether to hold classes on Wednesday, said university spokesman Doug Bell.

AB 1152: keeping Cal-SAFE safe - California's Children

NinaFebruary 27, 2013: "It is one thing for a school board to think about which of the K-12 programs are most important to the K-12 students in their district, and decide priorities.?It is quite another to pit two different groups of children (K-12 students and young children of teen parents) against each other for funding." -- Nina Buthee, at left, executive director of the??California Child Development Administrators Association?(CCDAA).

CCDAA is sponsoring AB 1152, a bill authored by Assemblymember Tom Ammiano (D-San Francisco), that would exempt?California School Age Families Education (Cal-SAFE) Program from categorical "flexing" -- protecting funding for programs for teen parents from proposed changes to categorical programs. If passed, the bill will also require that unused Cal-SAFE funds not be retained by local education agencies (LEAs), but be returned to Cal-SAFE's state-wide budget line.?

The Cal-SAFE program, begun in 2000, works with teenaged parents, providing academic and support services to help keep them in school. According to TeenNow?California, Cal-SAFE's in-school program has had a 75% graduation rate (compared to a national graduate rate of 33% for teen parents.)?

In an e-mail to California's Children, CCDAA's Buthee said:?

Buthee added, "Most of the categoricals serve K-12 students (Miller-Unruh reading program, text book funding, home to school transportation, etc., etc.).? CalSAFE?s child development dollars are targeted at a different group of children ? the children of teen parents...

"Education for K-12 students is mandated by the state Constitution, and local boards cannot eliminate education for any of those students ? they must spend the money on those students, it is just how to spend the money on them.? There is no mandate to serve the young children of teen parents.? What happens when there is budget pressure, including the pressure of negotiations with unions?? One group the board must serve, the other it can eliminate."

CCDAA is seeking additional co-authors.

GEICO Blog ? Safeguard your car with GEICO's auto theft prevention ...

By Guest Blogger on February 26, 2013 at 4:03 PM

Posted in: Claims, Safety

By Alex Danoff, public relations

Imagine being parked on a quiet street visiting a friend for a couple of hours, and returning to find your car is gone! How likely is your car to be a target? That depends on what kind of car it is and what you do to reduce the chances of it being stolen.

For car thieves, speed is the name of the game; the quicker they can get into your vehicle and get it on the road, the more attractive it is to them. Any measures you can take to slow down car thieves and joy-riders will make your vehicle a less appealing target, say the auto insurance experts at GEICO.

?As long as there are cars on the road, auto theft will always be a concern for car owners,? said Steven Rutzebeck, director of GEICO?s special investigations unit. ?However, there are a few simple tips you can follow to help minimize your chances of being a victim.?

GEICO recommends the following measures to protect against theft:

  • Lock your vehicle?s doors at all times, even while driving.
  • Never leave your car running and unattended, and don?t leave your keys in the car. Close all the windows, doors and the sunroof.
  • Make sure no personal items are in plain sight and remove all valuables from the vehicle if possible.
  • If your vehicle doesn?t already have an anti-theft system, have one installed. Thieves are more likely to break into cars that do not have alarm systems; they are less likely to steal vehicles that can be tracked. Many insurers offer discounts for vehicles equipped with anti-theft systems.
  • At night, park your car in well-lit areas and be aware of your surroundings.
  • If you park on an incline, leave your car in park or in gear with the wheels turned toward the curb. This makes it harder for thieves to tow your vehicle.
  • Know who you?re dealing with. Most auto thefts are committed by professionals who often target high-performance cars and popular models whose parts are interchangeable. They usually turn the cars they steal over to ?chop shops? or to third parties that export them to other countries.
  • Watch out for the ?bump-and-rob? move. Carjackers may intentionally bump your car from the rear and then steal it when you get out to examine the damage.
  • If confronted by a carjacker, do not resist. Cars can be replaced; you can?t.

Of course, some vehicles are simply more attractive to thieves than others; visit geiconow.com, for a list of the top 10 most stolen cars in America. For more tips on protecting your car from theft, go to GEICO?s auto theft information center. For additional information on theft prevention, go to the National Insurance Crime Bureau?s website.

Al-Qaeda's Mali Battle Plan Discovered By French Military? | Albany ...

Islamist fighters in northern Mali

By Jim Kouri -- (February 26, 2013)

French intelligence officials reported on Monday that they translated a document discovered after French Foreign Legionnaires battled members of al-Qaeda, according to an intelligence official on Monday.

The document reveals that Al-Qaeda in the Islamic Maghreb (AQIM) sought to create an Islamist state in northern Mali but not mention the operation on al-Qaeda and Islamist Internet web sites, said Jacob Balaban, a former U.S. police intelligence officer now running a private security firm.

AQIM, a violent extremist group based in Algeria and northern Mali, formerly known as the Salafist Group for Preaching and Combat (GSPC), merged with al-Qaeda in September 2006. GSPC was one of 15 entities originally listed in the United Nations? Consolidated List of individuals and entities associated with Osama Bin Laden, al-Qaeda, and the Taliban in October 2001. AQIM has raised tens of millions of dollars through kidnapping for ransom and used the proceeds to help fund the full range of its activities, including acquiring weapons, staging attacks, and establishing its control over large areas of northern Mali, according to the U.S. Treasury Department.

The document, which was discovered in Timbuktu after the French and Mali forces drove out the terrorists, is said to have been signed by the AQIM?s leader, Abdul Malik Drukalah.

The handwritten document dates back to July 2012 and describes a course of action formulated by the AQIM?s leader: To found a radical Islamic nation in the northern section of Mali; and to do so with a minimal amount of fanfare or boasting, according to French news agency Algerie 1.

The document reportedly contains information regarding terrorist operations in northern Mali and the assignments given to AQIM terrorist commanders.

In the document, which reads like a diary of sorts, Drukalah displays anger over some AQMI fighters who used extreme methods against Muslims who don?t adhere to strict Shariah precepts, according to Algerie 1.

Drukalah wrote of establishing an independent Islamic government that will apply Shariah (Islamic law) with the help of two other Islamist groups ? Azawad Liberation Movement and Ansar al-Din Movement.

Drukalah also cautioned AQIM fighters to avoid creating conflict with the secular rebels, the National Movement for the Liberation Azawad (NMLA).

?Alliances are of paramount importance. It gives us three advantages. If we are attacked, we will not be alone. Also, the international community does not focus its pressure solely on us, but also on our allies. Finally, we will not only take responsibility for any failure,? Drukalah wrote in his diary.

?This AQIM document is part battle plan and part political strategy and it reveals the pragmatism that is beginning to take root in Islamist strategy. But as with any corrupt political movement, AQIM believes the ends justify the means. And the ends in the Mali war are Islamic oppression of a nation?s population,? said Balaban.

Most Women Wait More Than 6 Weeks to Have Sex After Childbirth

Most women say they start having sex again six to eight weeks after giving birth to their first child, according to a new study from Australia.

The study periodically surveyed 1,507 first-time mothers living in Melbourne, Australia about their sexual activity within the first year after childbirth.

Overall, 41 percent said they had resumed vaginal sex within 6 weeks after delivering their baby, 65 percent by eight weeks, 78 percent by 12 weeks and 94 percent by 6 months.

Generally, the women said they had engaged in some type of sexual contact before resuming vaginal sex, with 53 percent saying they had engaged in some type of sexual activity by 6 weeks after childbirth.

Operations such as a Caesarean section, or the use of forceps during delivery tended to delay the resumption of sex. At 6 weeks, 45 percent of women who had a undergone a C-section and 32 percent who had had n assisted birth said they had resumed vaginal sex.

An incision or tear in the perineum, the region between the vagina and the anus, reduced the likelihood of having sex at 6 weeks: just 32 percent of women who had had an incision and 35 percent who had sustained a tear had resumed sex at this time.

Because just 10 percent of women will give birth to their first child without suffering a trauma to the perineum, it is reasonable for most couples to anticipate a delay to the start of vaginal sex after childbirth, the researchers said.

"This is useful information for couples to know before their baby is born, and may help reduce feelings of anxiety and guilt about not resuming sexual activity sooner," said study researcher Ellie McDonald, of the Murdoch Childrens Research Institute in Melbourne.

Because the study was conducted in Australia, it's not clear if the results apply elsewhere.

Many factors influence when a couple engages in sex again after childbirth, and the decision will be different for each couple. Many doctors recommend delaying sex for four to six weeks after childbirth to allow the cervix to close, bleeding to stop and tears to heal, according to the Mayo Clinic.

When couples do start having sex again, proper use of birth control is important if the couple does not want another child right away. Some studies show that a short time period between pregnancies is linked to an increased risk of complications such as preterm birth and a low birth-weight baby.

The study will be published Feb. 27 in the BJOG: An International Journal of Obstetrics and Gynaecology.

Pass it on: After childbirth, most women say they start having sex against within six to eight weeks.

Britain's top Catholic cleric resigns, won't elect new pope

LONDON (Reuters) - Britain's most senior Roman Catholic cleric resigned on Monday following allegations he behaved in an inappropriate way with priests, and said he would not take part in the election of Pope Benedict's replacement.

Cardinal Keith O'Brien said he had tendered his resignation some months ago, ahead of his 75th birthday in March and because he was suffering from "indifferent health".

The Vatican said the pope, who steps down on Thursday, had accepted O'Brien's resignation as archbishop of St. Andrews and Edinburgh.

O'Brien, an outspoken opponent of gay marriage, has been reported to the Vatican over allegations of inappropriate behavior stretching back 30 years, according to Britain's Observer newspaper.

The cardinal, who last week advocated allowing Catholic priests to marry as many found it difficult to cope with celibacy, rejected the allegations and was seeking legal advice, his spokesman said.1

"Looking back over my years of ministry: For any good I have been able to do, I thank God. For any failures, I apologize to all whom I have offended," O'Brien said in a statement, which made no reference to the recent allegations.

He said he would not attend the election next month of a new pope, saying: "I do not wish media attention in Rome to be focused on me - but rather on Pope Benedict XVI and on his successor."

The Observer, which gave little detail on the claims, said three priests and a former priest, from a Scottish diocese, had complained over incidents dating back to 1980.

One said the cardinal formed an "inappropriate relationship" with him while another complained of unwanted behavior by O'Brien after a late-night drinking session.

Last year, O'Brien's comments labeling gay marriage a "grotesque subversion" landed him with a "Bigot of the Year" award from British gay rights group Stonewall.

Asian stocks fall amid unease about US budget

BEIJING (AP) ? Asian stock markets fell Tuesday amid anxiety about impending U.S. government spending cuts and the uncertain outcome of Italy's general election.

Oil dropped below $93 a barrel on concern about possible setbacks in all the major economic regions.

Japan's Nikkei 225 shed 1.4 percent to 11,502.30 while China's benchmark Shanghai Composite Index added 0.2 percent to 2,329.07. Hong Kong's Hang Seng lost 0.6 percent to 22,693.86 and Taipei, Seoul and Sydney also suffered declines.

Investors were spooked by the specter of automatic U.S. spending cuts that hit this week and political instability in Italy following a general election.

In Asia, Chinese markets have drifted after Beijing ordered new efforts to cool housing prices, prompting fears of tighter monetary policy that might slow a gradual economic recovery. Investors also were dismayed by a survey that showed February factory activity slowing.

"As all three major economic areas face uncertainty, risk aversion has returned," said Credit Agricole CIB economist Dariusz Kowalczyk in a report.

Markets were volatile Monday amid uncertainty about the outcome of Italy's election. Exit polls suggested a center-left coalition might be able to form a government. But later polls showed a center-right group led by former Premier Silvio Berlusconi might win control of the upper house ? a scenario that might produce political deadlock and force new elections.

Berlusconi has promised to roll back some of the austerity measures introduced by technocrat prime minister Mario Monti. Heavily indebted Italy's stability is considered crucial to the future of the euro currency bloc and European leaders want Rome to enforce Monti's spending controls.

On Wall Street, the Dow fell 216.40 points, or 1.6 percent, to 13,784.17, its biggest drop since Nov. 7. The S&P 500 fell 27.75 points, or 1.8 percent, to 1,487.85, falling below 1,500 for the first time in three weeks. The Nasdaq composite dropped 45.57 points, or 1.4 percent, to 3,116.25

In China, investors were dismayed when HSBC Corp. said Monday a preliminary version of its purchasing managers index showed Chinese manufacturing unexpectedly fell in February to a four-month low and export orders declined.

China is recovering from its deepest slowdown since the 2008 but analysts say the rebound will be gradual and could be jeopardized if trade or investment falls.

Investors also are awaiting new U.S. data and remarks by Federal Reserve chairman Ben Bernanke.

Last week, minutes from the Fed's latest policy meeting showed concern over monetary stimulus, stoking jitters in the markets.

In currency markets, the dollar weakened to 92.55 yen from the previous day's 92.59.

The yen has fallen by about 20 percent in recent weeks, helping to boost the Nikkei on hopes of stronger exports.

Benchmark crude for April delivery was down 57 cents to $92.54 in electronic trading on the New York Mercantile Exchange. The contract settled Monday at $93.11.

Big Neuroscience: Billions and Billions (Maybe) to Unravel Mysteries of the Brain

The Human Brain Project intends to create a computer simulation at scales ranging from the nano to the macro.

The era of Big Neuroscience has arrived.

In late January, The Human Brain Project?an attempt to create a computer simulation of the brain at every scale from the nano nano to the macro biotic?announced that it had successfully arranged a billion Euro funding package for a 10-year run.

And then on Feb. 18, an article in The New York Times took the wraps off a plan to spend perhaps billions of dollars for an effort to record large collections of brain cells and figure out what exactly they are doing.

Is this the Large Hadron Collider vs. the Superconducting Supercollider redux?

Not yet. The billions for the Brain Activity Map, the U.S. project, are still a wish that has yet to be granted.

But, despite as-always hazy government finances, brain researchers are thinking large as they never have before, and invoking the attendant rhetoric of? moon shots, next-generation Human Genome Projects and the need for humankind to muster the requisite visionary zeal to tackle one of science?s ?last frontiers.? Oy, spare me that last part.

The challenges these projects have set for themselves, though, illustrate the challenge of? going from today?s crude profiles of? a biological machine of incomprehensible complexity to an accurate rendering of the goings-on of some 100 billion neurons woven together by a pulsating tapestry of 100 trillion electrical interconnections.

Henry Markram of ?cole Polytechnique F?d?rale de Lausanne described the goals for the Human Brain Project in Scientific American in June, saying that the project would become the ?most powerful flight simulator ever built. Rather than simulating ?thermal runaway? in a Boeing 787, it is intended to? furnish a big-screen blowup of every cell and connection inside the human skull.

The Human Brain Project continues to receive brickbats from a number of quarters. The researchers? plan to take the most current knowledge of brain anatomy and function to create an elaborate computer simulation. The? pitfall has to do with the simple fact that what we know at the molecular, cellular, circuit levels and up is often inadequate or just plain wrong. Layering faulty assumption upon faulty assumption can produce an elaborate? software fantasy world. But, as Markram hastens to emphasize, software can always be revised for a next release to fold in the latest from experiments in cells, fruit flies, roundworms, mice, monkeys and people.? The hurdles are still enormous. When we ran this article last year, it was accompanied by a Web-based excerpt from? a section of a chapter of Connectome, a book by neuroscientist Sebastian Seung, that described the difficulties involved in reducing the brain to a piece of software.? What happens, for instance, if a neurotransmitter like dopamine escapes from the immediate connection point, a synapse, and interacts with a synapse at some distance. How does this magisterial brain model take into account this possibility?

By contrast, the Brain Activity Map, in its still nascent conception, has plans for something less ambitious than a brain in a box. It intends, from what can be gleaned, to provide a record of everything that happens along a neural circuit. It would function not? just as a static model of the connections between, say,? the frontal lobe of the brain to? the emotion-processing amygdala. Rather it would be a dynamic rendition of what goes on along that pathway, a record of even the most minute voltage fluctuations along the intricate links of this circuit.

John Donoghue of Brown University, a researcher in brain-machine interfaces, and one of the scientists involved in planning the Brain Activity Map, noted that probes exist today to capture what happens at the cellular and molecular level and that brain imaging machines can take in what happens over gross areas of neural anatomy. Missing, however, is the technology to monitor in real time what happens when hundreds to millions of neurons coordinate their firing patterns, a circuit-level view of brain activity from which aspects of conscious function emerge?seeing a dog, hearing a song, feeling happy or sad. ?We don?t have the tools to study large numbers of neurons at high temporal resolution over large areas of the brain,? Donoghue says. ?We need tools to do that. Once we have the tools, we can do the experiments and that can drive theory about what goes wrong in schizophrenia or depression.?

Even if the Brain Activity Map doesn?t meet its most ambitious goals, it might still be deemed a success because it could produce? tools that could sense and stimulate individual neurons at the scale of nanometers?one speculative proposal would even use an artificial DNA sensor that would detect electrical activity in a brain circuit?a sort of DNA ticker tape

The tangled complexity of the brain?s wiring may make any Big Neuroscience effort a bigger hurdle to overcome than decoding the sequence of nucleotides, the A, C, G, Ts that make up the human genome. A documentary released recently? The Singularity?explores the idea that computing and other technology is advancing so rapidly?that machines will soon be smarter than humans and humans will be achieve immortality by making a copy of their neural circuits and transferring them to a robot or computer. The documentary interviews a number of prominent neuroscientists about the prospects for The Singularity becoming a reality. In it, neuroscientist Christof Koch mentions that the? wiring diagram of the nervous systems of the roundworm, Caenorhabditis elegans, has been known for decades and neuroscientists are still attempting to unravel its basic functioning.

Michael Gazzaniga, another prominent brain researcher, endorsed the idea of proceeding with the Brain Activity Map as long as other critical brain research does not suffer. But he added that a realistic perspective is required on how long it will take to achieve the ambitious goals that were widely discussed in the popular press in recent days. ?I say go with a new approach while keeping the best of the old,? he says. ?It will take dozens of years to figure this all out.?

SpaceX tests rocket for space station launch

SpaceX's Falcon 9 rocket completed a two-second ignition of its first stage while being held down onto its Florida launch pad on Monday, in preparation for Friday's launch to the International Space Station. This view of the test was taken by a remote video camera, which makes it difficult to see the flare of the rocket.

By Alan Boyle, Science Editor, NBC News

SpaceX said it completed a successful test of the engines on its Falcon 9 rocket on Monday, in preparation for Friday's planned cargo launch to the International Space Station.

The California-based rocket company's unmanned Dragon capsule is due to deliver about 1,200 pounds (550 kilograms) of supplies to the space station and bring back 2,300 pounds (1,050 kilograms) of cargo, including scientific samples and space station hardware.

Monday's static-fire test was aimed at checking the performance of the Falcon 9 first stage's nine engines before they're called upon to loft the second stage and the Dragon capsule toward orbit on Friday. The rocket was held down onto its launch pad at Space Launch Complex 40 at Cape Canaveral Air Force Station in Florida for the engine firing, which came at the end of a dress rehearsal for Friday's countdown.

"SpaceX engineers ran through all countdown processes as though it were launch day," the company said in a statement issued after the 1:30 p.m. ET firing. "All nine engines fired at full power for two seconds, while the Falcon 9 was held down to the pad. SpaceX will now conduct a thorough review of all data and continue preparations for Friday's targeted launch."

In a Twitter update, SpaceX's billionaire founder, Elon Musk, reported that the static-fire test looked good: "Engines generated 433 tons of thrust, parameters nominal."

SpaceX said the first opportunity for launch will come at 10:10 a.m. ET on Friday. This is the third Dragon to be sent to the space station, and the second flight under the terms of a $1.6 billion, 12-flight cargo resupply contract with NASA.

Another company, Virginia-based Orbital Sciences Corp., has a separate $1.9 billion contract to deliver supplies to the space station but has not yet begun flying its Antares rocket and Cygnus cargo capsule. On Friday, Orbital completed a successful static-fire test of Antares' engines in preparation for the rocket's first flight, which is expected to take place later this year.

NASA's contracts with SpaceX and Orbital are meant to help fill the gap left by the retirement of the space shuttle fleet in 2011. Russian, European and Japanese unmanned spacecraft are also used to send supplies to the space station, but Russia's Soyuz capsule is the only spacecraft currently cleared to transport astronauts to and from orbit. NASA is providing more than $1 billion to SpaceX, the Boeing Co. and Sierra Nevada Corp. to support the development of new crew-capable spacecraft for low Earth orbit.

Syria says ready to talk with armed opposition

MOSCOW (Reuters) - Syria is ready for talks with its armed opponents, Foreign Minister Walid al-Moualem said on Monday, in the clearest offer yet of negotiations with rebels fighting to overthrow President Bashar al-Assad.

But Moualem said at the same time Syria would pursue its fight "against terrorism", alluding to the conflict with rebels in which the United Nations says 70,000 people have been killed.

Assad and his foes are locked in a bloody stalemate after nearly two years of combat, destruction and civilian suffering.

"We are ready for dialogue with everyone who wants it...Even with those who have weapons in their hands. Because we believe that reforms will not come through bloodshed but only through dialogue," Russia's Itar-Tass news agency quoted Moualem as saying.

He was speaking in Moscow at a meeting with Foreign Minister Sergei Lavrov. Russia is a staunch ally of Assad.

Moaz Alkhatib, head of the opposition Syrian National Coalition, said in Cairo he had not had held any contacts about talks with Damascus, but had postponed trips to Russia and the United States "until we see how things develop".

Syria's government and the political opposition have both suggested in recent weeks they are prepared for some contacts - softening their previous outright rejection of talks to resolve a conflict which has driven nearly a million Syrians out of the country and left millions more homeless and hungry.

But the opposition has said any political solution must be based on the removal of Assad, whose family has ruled Syria since 1970. Rebel fighters, who do not answer to Alkhatib, are even more insistent that Assad must go before any talks start.

Brigadier Selim Idris, head of a rebel military command, demanded a complete ceasefire, the president's departure and the trial of his security and military chiefs as preconditions for negotiations. "We will not go (into talks) unless these demands are realized," he told Al Arabiya Television.

Damascus has rejected any preconditions for talks aimed at ending the violence, which started as a peaceful pro-democracy uprising in March 2011 inspired by Arab revolts elsewhere.

"SYRIAN COLLAPSE"

The two sides also differ on the location for any talks, with the opposition saying they should be abroad or in rebel-held parts of Syria. Assad's government says any serious dialogue must be held on Syrian territory under its control.

Adding to the difficulty of any negotiated settlement is the lack of influence that Syria's political opposition - mostly operating outside the country - has over rebels inside.

"We are following the development of events ... with alarm," Lavrov said. "In our evaluation the situation is at a kind of crossroads. There are those who have set a course for further bloodshed and an escalation of conflict. This is fraught with the risk of the collapse of the Syrian state and society.

"But there are also reasonable forces that increasingly acutely understand the need for the swiftest possible start of talks ... In these conditions the need for the Syrian leadership to continue to consistently advocate the start of dialogue, and not allow provocations to prevail, is strongly increasing."

Lavrov's warning that the Syrian state could founder appeared aimed to show that Russia is pressing Assad's government to seek a negotiated solution while continuing to lay much of the blame for the persistent violence on his opponents.

Russia has distanced itself from Assad and has stepped up its calls for dialogue as his prospects of retaining power have decreased, but insists that his exit must not be a precondition.

Itar-Tass did not report any other comments by Syria's Moualem on the chances for talks or on any conditions attached.

"What's happening in Syria is a war against terrorism," the agency quoted him as saying. "We will strongly adhere to a peaceful course and continue to fight against terrorism."

The Syrian National Coalition said on Friday it was willing to negotiate a peace deal, but insisted Assad could not be party to it - a demand that the president looks sure to reject.

U.N. envoy Lakhdar Brahimi said Assad had told him he intended to remain president until his term ends in 2014 and would then run for re-election.

The political chasm between the government and rebels and a lack of opposition influence over rebel fighters has allowed fighting to rage on for 23 months in Syria, while international diplomatic deadlock has prevented effective intervention.

Moualem's comments echoed remarks last week by Minister for National Reconciliation Ali Haidar, who said he was ready to meet the armed opposition. But Haidar drew a distinction between what said might be "preparatory talks" and formal negotiations.

Assad, announcing plans last month for a national dialogue to address the crisis, said that there would be no dialogue with people he called traitors or "puppets made by the West".

Moualem made his remarks a day after U.S. Secretary of State John Kerry began a nine-nation tour of European and Arab nations in which the Syria conflict will be a main focus.

Kerry plans to meet Lavrov in Berlin on Tuesday and Syrian opposition leaders at a conference in Rome on Thursday, although it is unclear whether all will attend amid internal rows over the value of such international meetings while violence goes on.

Long-Lost Continent Found under the Indian Ocean

beaches of Mauritius The beaches of Mauritius contain fragments of a type of rock typical of ancient continental crust ? rock which could have been brought to the surface by volcanic eruptions. Image: http://www.nature.com/polopoly_fs/7.9116.1361551494!/image/HIRES%2042-32415022%20reduced.jpg

The drowned remnants of an ancient microcontinent may lie scattered beneath the waters between Madagascar and India, a new study suggests.

Evidence for the long-lost land comes from Mauritius, a volcanic island about 900 kilometers east of Madagascar. The oldest basalts on the island date to about 8.9 million years ago, says Bj?rn Jamtveit, a geologist at the University of Oslo. Yet grain-by-grain analyses of beach sand that Jamtveit and his colleagues collected at two sites on the Mauritian coast revealed around 20 zircons ? tiny crystals of zirconium silicate that are exceedingly resistant to erosion or chemical change ? that were far older.

The zircons had crystallized within granites or other igneous rocks at least 660 million years ago, says Jamtveit. One of these zircons was at least 1.97 billion years old.

Jamtveit and his colleagues suggest that rocks containing the wayfaring zircons originated in ancient fragments of continental crust located beneath Mauritius. They propose that geologically recent volcanic eruptions brought shards of the crust to Earth?s surface, where the zircons eroded from their parent rocks to pepper the island?s sands. The team's work is published today in Nature Geoscience.

Crustal remains
The paper also suggests that not just one but many fragments of continental crust lie beneath the floor of the Indian Ocean. Analyses of Earth?s gravitational field reveal several broad areas where sea-floor crust is much thicker than normal ? at least 25 to 30 kilometers thick, rather than the normal 5 to 10 kilometers.

Those crustal anomalies may be the remains of a landmass that the team has dubbed Mauritia, which they suggest split from Madagascar when tectonic rifting and sea-floor spreading sent the Indian subcontinent surging northeast millions of years ago. Subsequent stretching and thinning of the region?s crust sank the fragments of Mauritia, which together had comprised an island or archipelago about three times the size of Crete, the researchers estimate.

The team chose to collect sand, rather than pulverize local rocks, to ensure that zircons inadvertently trapped in rock-crushing equipment from previous studies did not contaminate their fresh samples. The nearest known outcrop of continental crust that could have produced the Mauritian zircons is on Madagascar, far across a deep sea, Jamtveit notes. Furthermore, the zircons came from Mauritian sites so remote that it is unlikely that humans carried them there.

?There?s no obvious local source for these zircons,? says Conall Mac Niocaill, a geologist at the University of Oxford, UK, who was not involved in the research.

Also, it does not seem as if the zircons rode to Mauritius on the wind, says Robert Duncan, a marine geologist at Oregon State University in Corvallis. ?There?s a remote possibility that they were wind blown, but they?re probably too large to have done so,? he adds.

Other ocean basins worldwide may well host similarly submerged remains of ?ghost continents?, Mac Niocaill notes in an accompanying News & Views article. Only detailed surveys of the ocean floor, including geochemical analyses of their rocks, will reveal whether the splintered and now submerged Mauritia has any long-lost cousins, he suggests.

With the advent of computer technology, it would be a waste if you, a business owner, did not avail of all the benefits it can provide your company. You literally have control at the tip of your fingers! Just imagine - wherever there is internet, you can potentially have a market.

But to be a good marketer, you must be aware of the best and most effective online marketing tools to maximize the fruit of your efforts. To determine which ones are good, you must put yourself in the shoes of your prospective customers. In fact, any marketer needs to think from the perspective of his/her potential customers in order to devise the best marketing strategy or apply effective marketing tools. Thinking from the point of view of the customers is not a marketing tool, but it is a marketing tactic.

So which marketing tools have you often used? Which ones have caught your attention, and enticed you into making a purchase? Here are the top 5 tools which result in the most sales.

Keywords. Think about it - when you are searching for something on the internet, what do you do? Do you not open a search engine and type in the keywords of the items you are searching for? This why as marketer, one of the best ways to get noticed is by investing in the services of an SEO company, and then getting your site noticed through the use of keywords. Keywords alone won't do it - because we're pretty sure there are thousands of other businesses selling "shoes" or "financial advice" out there. An SEO specialist can help you get your link in the first page of any search. Remember that it is very rare for potential clients to search beyond the first 8 links on a search. You therefore need as much help as you can get. Consult with an SEO and get your cash registers moving!

Article Marketing. Articles prove to be great internet marketing tools because you are able to explain in length important information which a simple advertising tagline cannot. Small businesses love this tool because when they submit articles to various websites (for a fee, or as part of a mutually-beneficial tie-up) and their products and services publicized. Aside from imparting valuable information, articles can also have imbedded links that directly transport the reader unto the actual website of any business.

Blogs and Forums: Blogs and forums give the businesses opportunities to interact with their target customers. Through blogs, they can create awareness about their products and services among their customers. Forums serve as platforms for discussions, whereby marketers can interact with their potential customers. Blogs, especially when well written, have a tendency to attract a steady set of followers. These are all potential clients who eagerly await each and every new blog posted. It's like having your customers with you every step along the way. For as long as you produce quality content, you will always have loyal followers - which you can later on convince to buy your products.

Emails. Small businesses love sending emails because they can promote their businesses to enhance sales. Aside from its advertising and promotional potential, emails also can serve as measuring instruments of the effectiveness or willingness of clients to hear more about your product. When you are sent a "Please stop sending us emails. We already have a tie-up with a financial advisor" response, then you know that it's time to move on with other customers who will be more willing to avail of your services. Less wastage of time. Effort and money.

Social Networks: Existing social networks are popularly used for business promotion. In fact, Facebook already has Facebook Business Pages. Businesses aim at increasing brand awareness by spreading their message through social networking websites. What makes it so popular and accepted by the public? The social interaction feature of social networking makes it possible for customers to actually converse with the business owner - and we all know how good this makes a customer feel. It's like enjoying customer services virtually. Even when you are behind a monitor, this personalization possibility is precious, and still welcome, thus making social networking extremely popular and effective.

Depending on your need, you can opt for the most suitable form of internet marketing. The trick is to entice customers with services and products that match all your glorious claims - that's the real secret behind effectiveness of any internet marketing strategy.

Israel says it successfully tests new missile defense

JERUSALEM (Reuters) - Israel carried out a successful test of its upgraded Arrow interceptor system on Monday, which is designed to destroy in space the kind of missiles held by Syria and Iran, the Israeli Defense Ministry said.

The U.S.-backed Arrow III system deploys "kamikaze" satellites that target ballistic missiles above the earth's atmosphere, hitting them high enough to allow for any non-conventional warheads to disintegrate safely.

Monday's test was the first live flight for the Arrow III, but did not involve the interception of any target.

"The test examined for the first time the capabilities and the performance of the new Arrow III, considered to be the most innovative and revolutionary interceptor in the world," the Defense Ministry said.

A ministry official said the test, which was conducted from a site along Israel's Mediterranean coast and lasted six and a half minutes, was "100 percent successful".

In a statement, Prime Minister Benjamin Netanyahu said: "Israel's hand is always outstretched in peace but we are also prepared for other eventualities. In this vein, I praise the successful test of the Arrow III."

Designers say the system has proved a success in up to 90 percent of previous tests.

"The success of the test is an important milestone in the operational capabilities of the state of Israel to be able to defend itself against threats in the region," the ministry statement added.

But the ministry official said the timing of the test, which took months to prepare, was not related to current tensions with Iran or Syria. He said Israel plans another flight test followed by a simulated interception in space over the Mediterranean.

U.S. BACKING

Arrow is the long-range segment in Israel's three-tier missile shield. This also includes the successfully deployed "Iron Dome", which targets short-range rockets and projectiles, and the mid-range "David's Sling", still under development. They can be deployed alongside other U.S. systems.

Officials say that if Arrow failed to hit an incoming missile at high altitude, there would still be time to destroy it with other systems before it hit its intended target.

The Pentagon and the U.S. firm Boeing are partners in Arrow. Washington has described its support for Israeli missile interceptors as a means of reassuring Israel, which in the past has launched preventative wars against perceived threats, that it has a more passive means of defending itself.

Israel has accused Iran of seeking to build nuclear weapons and has hinted it might strike the Islamic Republic in an effort to halt its atomic program.

Boeing thinks that potential clients for the system may include India, Singapore and South Korea.

"As we prove out that technology, and show that it's not only affordable but effective, we think there will be additional global market opportunities for that capability," Dennis Muilenburg, chief executive of Boeing's Defense, space and security arm, told Reuters last year.

The United States and Israel have been developing Arrow jointly since 1988. Boeing's counterpart on the project is state-owned Israel Aerospace Industries.

The U.S. financial contribution to progressively improved versions of the Arrow system tops $1 billion, the Congressional Research Service said in a March 2012 report to lawmakers.
